Minutes of Meetings - January, 2008

REGULAR MEETING - TUESDAY, JANUARY 15, 2008

The Perry Township Board of Trustees held a Regular Meeting on Tuesday, January 15, 2008 at 10:00 a.m. Present were Chairman Amos, Vice Chairman Steele, Trustee Haskell, Fiscal Officer Page, Administrator Siegel and those whose names appear on the attached attendance sheet.

The News Herald was advised of this meeting according to law.

The Board held an advertised Work Session prior to their Regular Meeting and various items were discussed.

Chrm. Amos called the meeting to order and led the Pledge of Allegiance.

Trustee Haskell moved and Vice Chrm. Steele seconded to approve the minutes of the Regular Meeting held Tuesday, December 18, 2007. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.

TFO Page reported the December, 2007 receipts at $114,374.19 and disbursements at $242,272.05. Year to date receipts are $7,979,484.89 and disbursements are $7,529,320.40 Cash on hand, reconciled at 12/31/07, was $3,279,838.19. TFO advised recent utilization of State Purchasing contracts for waste hauling and fuel is expected to save the Township at least $2,000.00 per year.

Administrator Siegel advised regarding:

1. 2nd half 2007 Recycling grant funds, in the amount of $14,721.00, were received from the County in December.

2. Possible funding opportunity for Perry Township Park via a "Pass Through Agreement" between ODNR and Perry Township with funds provided by the Parks and Recreation Improvement Fund.

3. Chrm. Amos moved and Trustee Haskell seconded to pay $4860.00 to Lake County Dept. Of Utilities for sewer tap in fees, Perry Township Park. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.

Trustee Haskell presented the following captioned Resolution and moved its adoption:

RESOLUTION 2008-01

A RESOLUTION HONORING BRIAN SILVIS ON THE OCCASION
OF HIS RETIREMENT FROM THE PERRY TOWNSHIP ROAD DEPT.

Chrm. Amos seconded. POLL OF BOARD: 3 Ayes. RESOLUTION ADOPTED. (Complete Resolution on file.)

4. Administrator Siegel discussed specs for purchase of a 3/4 ton truck to be used by the Road Department.

5. Lot split at Cemetery is complete separating the rental house property from the rest of the cemetery land. Application for property tax exemption will now proceed.

6. Trustee Haskell discussed Abitibi's recycling service saying that pickups are not as regular as he would like. The bins at IGA get filled quickly and are not being emptied as often as they should be. The Board may re-examine placement of the bins to correct this problem. Trustee Haskell also advised regarding revenue from Abitibi for 2007 and informed he has been in contact with them regarding their figures.

7. Trustee Haskell moved and Vice Chrm. Steele seconded to authorize two $2,000.00 scholarships for graduating Perry High School seniors to be administered by the Perry Foundation. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.

Chrm. Amos advised regarding:

1. Chrm. Amos moved and Trustee Haskell seconded to purchase 200 tons of road salt from Morton Salt, cost not to exceed $7310.00. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.

2. Chrm. Amos moved and Vice Chrm. Steele seconded to authorize repairs and maintenance of Road Department vehicles by Tim LeBail, cost not to exceed $3,000.00. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.

3. Chrm. Amos moved and Trustee Haskell seconded to approve the ODOT 2007 straight line mileage for Perry Township (20.47 mi.) as prepared by the Lake County Engineer's office. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.

4. Chrm. Amos advised that henceforth the work sessions would include department status reports (employees/supervisor/manager). Vice Chrm. Steele will report on either Park or Cemetery for February's meeting.

Chrm. Amos then recognized Captain Sparkman of the Sheriff's Department who reviewed the CAD summary for December, 2007.

There being no further business before the Board, Trustee Haskell moved and Vice Chrm. Steele seconded to adjourn the meeting. POLL OF BOARD: 3 Ayes. MOTION UNANIMOUS.
